This deliverable aims to provide an overview of the policy contexts for forest ecosystem services across Europe including the transnational level (EU) and national/regional levels, across different geographic types, to understand similarities and differences on how forest ecosystem services are integrated in policy.

This document explores the barriers and incentives affecting the development of low-carbon technologies. It considers the actor dimension, focusing on societal engagement and decision-making. Two storylines, "Societal Commitment" and "Techno-Friendly," are analyzed, emphasizing the role of a smart society in driving the energy transition. The study employs the EMPIRE model to quantify and assess the impact of these storylines on the European power system.

The rise of new digital payment services and associated operational risks; tighter interdependencies of systems, institutions and operating environments; increased global trade and electronic commerce, reoccurrence of operational incidents; and evolving risks, have reinforced the need to understand, regulate, and re-think, the design of resilient payment systems. This paper attempts to draw lessons from recent operational incidents and suggest ways in which operational risk management frameworks could be strengthened given evolving payment systems, user expectations, technologies, and country circumstances. The ambition of the OPPORTUNITIES project is to develop a ‘new’ narrative on migration that acknowledges that every crisis is also an opportunity: a chance to revisit foundational principles, create new knowledge and initiate forwardlooking narrative strategies which allow us to come to terms with a world in flux. Grounded in an ethics of dialogue and a human rights approach, the narrative of OPPORTUNITIES redirects attention to the benefits from migration, as suggested in the European Agenda for the Integration of Third-Country Nationals (2011) and moves towards a more successful integration of migrants.

This Resilience Strategy, produced in collaboration with 100RC, serves as Glasgow's comprehensive framework to enhance citywide resilience. Rooted in research, city actions, public consultations, and expert insights, the strategy identifies gaps and opportunities in Glasgow's existing resilience efforts. Benefiting from its membership in a global city network, Glasgow's strategy extends beyond just climate adaptation, encompassing diverse urban challenges. While acknowledging future uncertainties, the strategy proactively addresses foreseeable challenges. It is built on four strategic pillars and fifteen goals, detailing forty-nine actionable steps to be executed over the next two years, with plans for periodic review and updates.

During infectious disease outbreaks, rapid and accurate laboratory diagnostics are crucial. This guide, informed by past outbreaks like the 2014–2016 West African Ebola, provides a framework for setting up and managing labs under such circumstances. It complements the WHO Laboratory biosafety manual, emphasizing a risk- and evidence-based approach to ensure adaptability and sustainability. The main aim is to guide lab setup, workflow optimization, safety measures, and personnel training, especially in resource-constrained settings.

This report details good practices in quadruple helix collaboration for developing COVID-19 tracking apps, examining knowledge production and information exchange across academia, economy, media, culture, and politics. It consists of two parts: the first explores these collaborations in Finland, Germany, the Netherlands, Spain, and Turkey, focusing on communication and decision-making during the COVID-19 crisis, while the second analyses 37 global COVID-19 tracking platforms for engagement, data access, privacy, rewards, and ethical considerations.

The PANOPTIS project aims to increase the resilience of road infrastructure by developing a Decision Support System (DSS) that utilizes terrestrial and airborne sensors, as well as advanced modeling tools. The purpose of the project is to provide operators with a comprehensive monitoring scheme and a holistic resilience assessment framework to support them in responding to everyday events and disasters. The project attempts to develop a set of Standard Response Procedures, which outline protocols and actions for operators to mobilize resources and tackle incidents related to various perils and disasters affecting road infrastructure.

This document outlines the objectives of PARIS REINFORCE, a project aimed at developing an innovative, demand-driven assessment framework for climate policies in the European Union and other major emitters. The framework, named I2AM PARIS, serves to facilitate the implementation of Nationally Determined Contributions, preparation of action pledges, development of 2050 decarbonisation strategies, and reinforcement of the 2023 Global Stocktake. In the PATH2LC project public authorities have worked together within the framework of a holistic network approach (so-called Learning Municipality Networks, LMN) with the aim to achieve low-carbon municipalities. The LMN approach of the PATH2LC project aims to support public authorities in the implementation of climate protection measures. The core of the project activities are the SE(C)APs (Sustainable Energy (and Climate) Action Plans) or similar climate protection plans developed by the municipalities. Five existing networks of municipalities in Italy, Greece, Portugal, the Netherlands and France are participating in the project. In this deliverable, recommendations and guidelines for an improvement of the applied approach of Learning Municipality Network in PATH2LC are derived.
