The SaT5G project aims to seamlessly integrate satellite technology into 5G networks to ensure ubiquitous 5G access everywhere. The SAURON project is a multidimensional, installation-specific situational awareness platform designed to help port operators anticipate and withstand potential cyber, physical, or combined threats to their freight and cargo business, as well as the safety of their employees, visitors, passengers, and citizens in the vicinity. The project aims to provide a holistic situation awareness concept as an integrated, scalable, and yet installation-specific solution for protecting EU ports and its surroundings. The project sets out to offer guidance to ports on how port security can be improved in response to the combined cyber and physical threat. It also makes policy recommendations for public authorities dealing with regulatory aspects of the fight against physical and cyber-attacks, as well as for maritime industry dealing with certification and skills. 

Education Development Trust (EDT) has been collaborating with UNESCO-IIEP as a thought leadership partner to consider how education leadership might be strengthened in crisis settings, as part of IIEP’s work on crisis-sensitive planning. This think-piece captures learnings from our dialogue to date, including insights shared during a webinar series hosted by IIEP during March 2022. This document primarily describes the methodology and summarises the results and conclusions of Task 1.3 of the SCORE project – "Mapping of coastal cities exposure and vulnerability to climate effects and sea level rise". This document, part of the SCOREwater project, focuses on policy issues related to the introduction and scaling of digital services for the improvement of wastewater and stormwater management, as well as flood control. Addressing the challenges in scaling digital innovations in the water sector, the policy brief provides key recommendations, including the establishment of legal requirements for online monitoring, the stimulation of a volume market for sensing technologies, guidelines for predictive maintenance, flood control, and competence development programs in advanced data management for the water sector.

This document outlines the SCOREwater project's focus on building urban resilience against climate change and urbanization through a water smart society. It introduces digital services for wastewater, stormwater, and flooding management, emphasizing an adaptive digital platform developed in collaboration with stakeholders. The deliverable, Task 5.3, provides an analysis of experiences from demonstration cases and other deliverables, offering lessons learned for technology development, exploitation, dissemination, and innovation management within the project.

The CONCORDIA roadmap is a core Knowledge Base policy aimed at strengthening Europe’s cybersecurity and achieving digital sovereignty. It tackles dependency on non-European technologies through coordinated research, policy alignment, investment, and education. Focusing on six areas—R&D, skills, legal frameworks, economics, certification, and community building—it proposes actions like improved threat intelligence and cross-sector collaboration. To enhance its impact, the policy should include scalable funding schemes and flexible mechanisms to respond to economic or geopolitical crises, such as cyber sanctions or supply chain disruptions.

This policy addresses the lack of cybersecurity experts at the national level. The policy is focused on creating new education programmes at all levels of education; however, it also includes the measures at the national level. This policy proposes the measures to educate the next generations of cybersecurity experts, provide re-skilling opportunities and prevent brain drain. By establishing a holistic national cybersecurity training programme, this policy ensures the capabilities for the development of cybersecurity experts and provides an opportunity to reskill all who are already working in similar fields. This policy solution proposes listing cybersecurity among the areas considered as “deficit occupation” areas and offering tax breaks, stipends and other financial incentives for experts to remain in the country and to attract foreign experts. 

This policy addresses the lack of investments in cybersecurity R&D. This policy proposes joint ventures between the public and private sector to establish high value-added companies, which would operate in the field of cybersecurity R&D. The country of Slovenia would be able to obtain a minority share in R&D start-ups via dedicated funds, by providing starting capital and support from R&D specialists from academia, while the start-up would provide the management, market and main R&D function. Aside from supporting national industry and in-country developed security solutions, long-term profits from the state’s minority ownership stake would be reinvested in various cybersecurity-related public programmes, such as education and awareness raising. 

This policy proposes a small cybersecurity grants programme to support start-ups and SMEs in developing internal cybersecurity frameworks. It addresses key barriers—limited funding, expertise, and knowledge—by subsidising tailored cybersecurity solutions and connecting businesses with relevant experts. Unlike existing models (e.g., Slovenia), this programme focuses on cost-effective, holistic support specifically designed for the needs of start-ups and smaller enterprises.

The SOTER Framework is a core Knowledge Base policy aimed at strengthening cybersecurity competence through a flexible, inclusive training model, originally designed for the finance sector but applicable across industries. It promotes a competence-based approach, enabling individuals of all skill levels to build cybersecurity awareness and resilience, reducing reliance on a limited expert pool. While the policy enhances societal cyber preparedness, it lacks a funding model. To address this, it should be integrated into Slovenia’s public education system via micro-credentials, with additional support from private sector scholarships to ensure sustainability and workforce development.

This position paper outlines the SEA-EU alliance's mission to significantly reduce its environmental footprint, particularly focusing on carbon emissions. It discusses the urgency of addressing climate change and biodiversity loss, the need for sustainable science, and rethinking research and teaching in higher education to align with sustainability goals. The paper also presents the current status of each SEA-EU partner in terms of carbon reduction actions and proposes developing a concerted methodology to reduce the carbon footprint at the EU scale.
